New Service Connections

To start the process you will be asked to submit a Parcel Inquiry Request for a Sanitation/Water availability letter and a $35.00 processing fee--a Plan Submission fee of $45.00 is required for CSA64-Spring Valley Lake and CSA42-Oro Grande.  This request is used as a trigger for staff to research the parcels in question. Staff review the systems ability to provide service to the parcels, assessment credits—if applicable, and any conditions that may effect the Water and Sanitation Division’s ability to  provide service. Once you have received the Sanitation/Water Availability letter and you wish to proceed with placing service on the parcels you will be required to obtain permits for the parcels in question. 

To obtain the permits you must submit the documented information listed in the Sanitation/Water Availability letter, in person. 

Documents include:

  • Building Permit – 201A or 201X (always required)

  • Plot Plan (always required)

  • Floor Plan 

  • Signed & Notarized Acknowledgment of Notice of Connection – Water Connection (if applicable)

  • Signed & Notarized Acknowledgment of Notice of Connection – Assessment Credit (if applicable)

  • Properly recorded private service line easement reviewed by the District Engineer before recording (if applicable)

  • Any other items as required by the availability letter, such as a feasibility study. Feasibility Studies are conducted by a Consultant Engineer and our District Engineer to determine where and how sanitation/water service can be brought to a parcel. For instance, the District Engineer may recommend a water main line extension. A main line extension addresses the needs of owners and or developers to extend a water main in order to obtain service.  

Once the water main line extension has been approved, completed and inspected by the District Engineer you will be required to pay the necessary fees, submit all requested documentation (listed in the Sanitation/Water Availability letter) and sign the water permit.  

Once you have signed the water permit you will receive a blue stake (except CSA 64) you will need to place the stake on the parcel to indicate where the meter is to be installed.

All water meters must be installed on District maintained water mains only. This location will be made available to you. Once the stake is set Division staff will call USA Dig Alert to have the properties utilities marked this can take 5 days.  The installation of the meter will not commence until all utilities have been marked and can take up to 14 days. New customers should notify the Water and Sanitation Division's Development Unit if special circumstances exist that require the water not be turned on.

  

Sanitation Connection Permits are valid for 6 months from the date of issuance. It is the customer's responsibility to have a qualified contractor connect within this 6 month timeframe.  A District staff inspector must inspect all sanitation service connections. New customers are required to call the Water and Sanitation Division's Development Service Unit giving giving 24 hours advance notice to schedule this inspection after connection has been made.
